Preheat oven to 350 degrees.
1. Chop cabbage thick, not fine. Steam cabbage until tender, do not overcook. Drain well.
2. Oil or butter an oblong baking dish. Layer about a ½ inch of cabbage on the bottom of the dish. Sprinkle some of the salt, pepper, and sugar on cabbage, and then sprinkle some of the flour.
3. Pour enough milk to just wet the flour. Add a layer of cheese. Repeat the layering process again, ending with the cheese.
4. Bake for about 35 - 40 minutes, until cheese is bubbly and golden.
