Preheat oven to 400 degrees.
1. Line a cookie sheet with parchment paper for easy cleanup. Place fish on the sheet.
2. Melt or microwave butter and olive oil, mixing them together. With a basting brush, spread mixture on both sides of fish.
3. Sprinkle cumin, paprika, and a pinch of salt and pepper on both sides of fish. Bake for 10 - 11 minutes, until just cooked through and flaky. Do not overcook and dry out the fish!
4. While fish is baking, slice tomatoes, sprinkle with salt and pepper. Sauté in pan or microwave until juicy and tender.
5. Remove fish from oven, sprinkle with tarragon and lemon or lime juice.
6. On a large plate, place cooked rice. On top, add cooked tomatoes and their juices, and then add fish. It’s ready to serve!
